A night only adds data. With [settings] gate = “enforce”, removed records are restored, changed values keep their stored value, and the new records of a source and project with an error about them are held back in velocirepo/held-back/ until they pass, or a manual run releases (--release) or discards (--discard) them. Without it, the gate only reports what it would do, and commits everything, as fetch does. GITHUB_TOKEN is the token velocirepo fetches with. The tracking issue and the archive use the workflow token, from --repo-token or VELOCIREPO_REPO_TOKEN.
